Article R721-4 du Code de l'énergie
A l'issue de la procédure d'enquête publique, le préfet soit statue, après avoir recueilli les avis appropriés, soit, le cas échéant, transmet le dossier au ministre chargé de l'énergie, assorti de son avis.
