Article L2113-1 du Code de la commande publique
Pour organiser son achat, l'acheteur :
1° Peut procéder à une mutualisation de ses besoins avec d'autres acheteurs dans les conditions prévues à la section 1 ;
2° Procède à l'allotissement des prestations objet du marché dans les conditions et sous réserve des exceptions prévues à la section 2 ;
3° Peut réserver des marchés à certains opérateurs économiques dans les conditions prévues à la section 3.
