Article R2351-6 du Code de la commande publique
Le soumissionnaire transmet son offre en une seule fois par tout moyen permettant de déterminer de façon certaine la date et l'heure de leur réception et d'en garantir la confidentialité. Si plusieurs offres sont successivement transmises par un même soumissionnaire, seule est ouverte la dernière offre reçue par l'acheteur dans le délai fixé pour la remise des offres.
