Pour les autres acheteurs, les marchés de maîtrise d'œuvre qui répondent à un besoin dont la valeur estimée est égale ou supérieure aux seuils de procédure formalisée sont passés selon l'une des procédures mentionnées au chapitre IV du titre II ou, si les conditions mentionnées au chapitre II du titre II sont remplies, sans publicité ni mise en concurrence préalables.
