Article R2142-14 du Code de la commande publique
L'acheteur peut exiger que les opérateurs économiques disposent d'un niveau d'expérience suffisant, démontré par des références adéquates provenant de marchés exécutés antérieurement. Toutefois, l'absence de références relatives à l'exécution de marchés de même nature ne peut justifier, à elle seule, l'élimination d'un candidat.
