Any restriction, even minor, of the free movement of goods is prohibited by Articles 34 and 35 TFEU . Unlike competition law, Article 34 does not make a distinction between measures which can be described as measures having equivalent effect to a quantitative restriction according to the magnitude of the effects they have on trade within the Union .
