Regulation No 1400/2002 in principle authorized the recourse to a system of qualitative and quantitative selective distribution for the sale of new vehicles with a market share threshold of 40%. Almost all distribution networks became selective, with selection being based on both qualitative and quantitative criteria; the repair networks have become purely qualitative.
