European Competition Law provides a wide-ranging review of the European rules relating to competition: restrictive agreements, abuse of a dominant position, impact of intellectual property rights, procedure, merger control, State aid.

Article 17 of Regulation No 1/2003 provides:
"1. Where the trend of trade between Member States, the rigidity of prices or other circumstances suggest that competition may be restricted or distorted within the internal market, the Commission may conduct its inquiry into a particular sector of the economy or into a particular type of agreements across various sectors. In the course of that inquiry, …

Investigations by economic sector

Article 17 of Regulation No 1/2003 provides:

"1. Where the trend of trade between Member States, the rigidity of prices or other circumstances suggest that competition may be restricted or distorted within the internal market, the Commission may conduct its inquiry into a particular sector of the economy or into a particular type of agreements across various sectors. In the course of that inquiry, the Commission may request the undertakings or associations of undertakings concerned to supply the information necessary for giving effect to Articles [101] and [102] of the Treaty and may carry out any inspections necessary for that purpose.

The Commission may in particular request the undertakings or associations of undertakings concerned to communicate to it all agreements, decisions and concerted practices.

The Commission may publish a report on the results of its inquiry into particular sectors of the economy or particular types of agreements across various sectors and invite comments from interested parties."

The Advisory Committee on Restrictive Practices and Dominant Positions must be consulted prior to the opening of an investigation. Article 17 in addition states that Articles 14, 18, 19, 20, 22, 23 and 24 apply mutatis mutandis when the Commission conducts an investigation by economic sector. Thus, the Commission may require the governments and competition authorities of the Member States and undertakings and associations of undertakings to provide all information necessary for the accomplishment of the task assigned to it. It is also empowered to conduct any necessary inspections, either by its own officials (Article 18) or by those of the Member States (Article 22) .
