Under Section 20(1)(b), the control authorities may enter into discussions with undertakings involved in a concentration with “a view to identifying measures which would ameliorate any effects of the merger.” In this regard, Section 20(4) provides for the making of commitments which become binding on the parties where permission is given by the control authorities in lieu of same.
