18. Third-party evasion of obligations

A debtor who, without legitimate reason, evades his obligations may be compelled to fulfill them, if necessary under threat of a coercive fine, without prejudice to damages . Under the same conditions, the third party holding assets or funds of the debtor (garnishee) can also be ordered to pay the attachment of the seizure, without prejudice to recourse against the debtor .
