Article R2223-5 du Code de la commande publique
Le ou les ministres de tutelle signent les marchés de partenariat pour le compte des acheteurs non autorisés.
A compter de la signature du marché de partenariat, ces acheteurs assument la totalité des droits et obligations qui y sont attachés.
