The conditions of existence of dumping are set out in Article 2 of Regulation No 2016/1036. In order to determine whether a product is dumped, the Commission must first search for its normal value - the price paid or payable in the ordinary course of trade, then determine the export price - the price actually paid or payable for the product sold, and make a fair comparison of those elements in ord …
