Article L. 216-6, para. 3, of the Environmental Code penalizes the offense of abandoning waste, which consists of dumping or abandoning a significant quantity of waste in surface or groundwater, or in sea waters within the limits of territorial waters, on beaches or on the seashore, with the exception of discharges at sea carried out from ships.
