Article R2212-13 du Code de la commande publique
Pour procéder à l'instruction du projet, le ou les ministres de tutelle peuvent faire appel aux services d'un autre ministre, à un groupement d'intérêt public ou à un établissement public, dans le respect des dispositions législatives et réglementaires déterminant les compétences ou les attributions de ceux-ci.
Les acheteurs peuvent être consultés pour les besoins de cette instruction.
